It would totally work. Net Explosive Wt. for an Type IV Indoor Magazine is 50lb., so it won't hold very much, but you can get your license with it. We used 2-external hasps with 2-5-cyl. hardened Master locks, as pictured. We lined the inside with wood but you could just paint the inside with water based epoxy paint. It doesn't need to be bolted down inside but it's more secure that way. (Ie.: 6" shell gross wt. = 1435g, net. ex. wt. = 718g , 3" shell gross wt. = 236g, net. ex. wt. = 118g).
To be clear, getting a Permit or License is a serious endeavor, your records have to be perfect and you have to keep them for 5 years. It won't be that useful if you only stick with an Indoor Magazine. So please give it careful consideration.
